Mandate

The Uganda National Roads Authority (UNRA) was established by an Act of Parliament; Act No. 15 of 2006 and became operational on 1st July 2008 with the mandate to develop and maintain the national roads network, and to render advisory services to government for related matters concerning National Roads Network among others.

Funding

The Operations of UNRA are funded by the Government of Uganda with development projects being funded by the Government of Uganda and the development partners. The development partners include the World Bank, European Union, Africa Development Bank and Nordic Development Fund.The support from development partners is critical to ensure that the past, ongoing, and foreseen investments in road infrastructure are preserved through improved management and funding specifically in road maintenance. The Current commitment to road projects from EU is more than € 155 million.

The EU has also supported urgent repairs to the Kampala-Malaba railway line including rehabilitation of the Jinja Nile railway bridge. The overall objective of the EU interventions in the road sector is to promote trade and regional integration through reduction of transport costs and travel time.
